This seems really good, at least the pool of all those bad neutral cards will nerf it's effect a bit.
Its is just too good for both sides. Given that it discover cards from specific mana pools makes it likely you'll always get what you're aiming for, and both sides can use a little bit of skillful discovers. Hunter in especially, since it suffers from card draw.
Will it be broken? It'll lead to a lot of interesting calls in competitive hearthstone. But expect plenty of mistakes on ranked that'll drag its winrate down.
Am I seeing a less restrictive / more predictive Zephir ?

Nah, the pool cards its so big to aim exactly that you need, It's a good tempo tool, but isn't good as Zephry's.

Seems like a less predictable [Hearthstone Card (Zephrys the wonderful) Not Found], because the pool is much larger. But sometimes it can count as a get out of jail free card. I'm just not sure what deck it even fits in to though. My guess for druid is Y'Shaarj, the Defiler druid, and for hunter i think Highlander Hunter. But that's pretty much all i can think off. Maybe spell hunter in wild might want it? But that deck isn't that good.
Oh and because it's a Dual-class card, Mage/Rogue can sometimes get acces to Resizing Pouch thanks to Keywarden Ivory, so that makes it a bit better.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
This is just meh in early game, ok in midgame, potentially huge in late game. You could also set this up with Nature Studies at 9 mana, then play it for free to discover a 10-drop the following turn.

The later in the game you play this, the better it will be. Probably better in druid than hunter then. I don't see this being that strong honestly, there are a lot of garbage neutral cards in every mana cost.

I can see this being a great addition to both Druid and Hunter. With Druid, the ramping potential is just ridiculous, but at least you cannot get Survival of the Fittest without using Nature Studies the turn before. But with any Aggro Hunter deck, once you drop your hand and draw this... it's a good way to manipulate the things you can get into your hand.

pretty cool effect, especially for mid-range to control decks. I see druid using this card more than hunter though

I think this one will be very polar in its use. Most of us who don't have the encyclopediac knowledge of the different cards and their costs will not be able to play this at the appropriate time to get what we really want. The true hardcore guys will absolutely use this card well. It is still going to be RNG if you are offered the card you want, but I think it can be good.
Unfortunately, common sense isn't as common as it should be.
