Bug with howling abyss?

Hi im kinda new to LoR so maybe Im missing something. I just played a match against a Freljord/Shadow Isle deck that was running The Howling abyss card. Now my understanding is it only summons level 2 champs? Whicch would explain the Teemo and Elise. However he also put an Aurilion Sol and Nautilus on the board. I went through every card from Freljord and Shadowisle but i cant figure out how he did that.

Teemo is actually Piltover and Zaun. And Howling Abyss can create ANY level 2 champion from the entire game. It is not restricted in any way. It can be any champion in the game from any region at any mana cost.

As for the The Howling Abyss. It's not bug, when the card say level two champions it doesn't mean 2 mana champions like Teemo, Elise, Lucian etc. but the level up form of any champion from the game.
