It's really the pack leader that is the problem here. The "on summon" trigger needs to resolve before the next summon can happen. This makes a ton of sense for a minion like Knife Juggler. I'd like to introduce the concept of a non-blocking trigger effect. Allowing things like Pack Leader to buff all summoned minions at once. Unfortunately Khadgar would still need to interrupt for his trigger, so I don't know that you'd be helped too much in this situation.
