So I just played the new hero without the perks, how is that possible?

I thought they would be available to plebs later.

It's not a bug, ragnaros is a returning hero not a new hero so he is available for everyone right away. It's supposed to be that way.

This is correct, and it was the same with Patches. They are returning heroes even though they have new hero powers, so they're not early access for the perks. Everybody can play with Rag right now.
