Still not going to see play since you insisted on removing Frost Nova and Blizzard. Frost Mage has no win condition and the earliest you can combo this with something is at 6-mana.
Hard pass, but at least it makes Runed Orb worse

Okay, so we have Glacier Racer, Varden Dawngrasp, and now this. Throwing even more "if Frozen" cards will not help. We actually need ways to consistently Freeze the board to use these effects. Except, please do not add ways to consistently Freeze the board, because that is extremely unfun to play against.
Freeze archetypes clearly do not work. Stop trying to push limping, sad versions of them.

I feel like this package is one that should first tested before we can really say anything about it. Looks fun to play, but is it good? I have my doubts.
Arena > Wild > Standard
Varden Dawngrasp or Cone of Cold + Shattering Blast is really good. However you actually need to freeze stuff, and we don't have enough ways to freeze stuff. As least it might make Frostweave Dungeoneer a bit better?
Shatter and Snap Freeze are absolute garbage, but maybe a card that can wipe and entire board might be good? Not sure though, and i honestly dont want Freeze mage to be good, because it's so unfun to play against.
In standard it probably will hardly see play for now, untill it gets more support. (pls no blizz.) The only deck that might slot it in is Hero Power Mage, just as a 1 off copy just to combo it with Varden Dawngrasp.
In wild it might see a bit more play, because of Frost Nova, Blizzard, Ray of Frost and debatably Ice Walker helping it out. Probably will see play in Highlander Mage decks, but thats it. APM mage 100% doesn't want this, because they will kill everything with Flamewaker damage instead.
RNG is only fun, as long as there is a 50/50 chance of getting something good or bad. If RNG always results in something good, it's not fun.
The obvious combo is with Frost Nova, but I can't think of any deck that would really want to do that right now. Fun idea, but the strength of freeze effects is that they lock the opponent out of their turn by giving them a full, useless board. Adding a board wipe to a deck that largely ignores the board doesn't give it that much of an advantage, especially when this card does nothing on its own.

It's a really strong effect, but useless without the proper set-up, and I'm not convinced we have that right now.

I'd rather just run Glacier Racer. The obvious set up for this is Varden into it, but 7-mana for a board clear is a lot, especially since glacier racer into frost nova typically does the same for 3 less cost and the same amount of cards.
Defintely has potential
Its a full clear option for mage, which isn't something mage has for a long time.
But the application would mean, two cards, one of which is a card you would include into your deck for stall, not board clearing.
So no. My opinion is that this card suck, but will once a while be that card mage discovers and basically casino ring your arse.
Good discover vs a N'zoth turn with the Flurry (Rank 1) and Cone of Cold. But probably will be limited to discover or maybe a 1 of.

Not a whole lot of aoe freezes in standard. Maybe this plus Flurry (Rank 3) would work.
