Indeed, Spellbreaker is back! This is card is going to see play for a long time to come. The tradeable aspect of this card makes it flexible enough for ladder.
Spellbreaker died so it can live again as a librarian.
Honestly, this is the one card some midrange decks really need. There's always a target for it, from the ubiquitous Taelan Fordring, to the annoying Lightshower Elemental
Trade it away if its against an irrelevant deck/class. Its just too good.
I think this becomes a common tech card. The tradable aspect makes it so that you don't have to feel bad about having it in a useless situation. Considering some of the effects being introduced in this set, I think silence becomes a valuable thing.
Unfortunately, common sense isn't as common as it should be.
Why would you not run this in every single deck? Silence has always been useful (and Silence effects have been rotated, plus they've printed very few over the last few years), but this has the ability to go away if not needed.

I like how Tradeable single handedly enabls tech cards again.

Spellbreaker with Tradeable. Tech cards with Tradeable will absolutely see play!
Tradeable Spellbreaker may be a bit too strong. We'll see but I expect this guy at least a 1 of in a lot of decks.

1 mana for a 3/4 silencing minion... I am failing to see how this won't be a staple in a number of decks
That being said, I wonder if this was on the R&D floor which is why Spellbreaker transitioned?

Chumbawumba is the worst band name.
Run in Zoolock, but you're probably too focused on your own strategy to remember to include this in your deck. Still a good card tho.
