Lady Prestor and Wrathion don't count as dragons, so I very much doubt an SI:7 agent disguised as a cheesemonger would. They all probably should count as their respective (pseudo-)tribes, but sadly that's not the HS design philosophy.

Its good enough on its own, tempo wise its kinda solid. But what'd you do with all those extra random spells that may or may not do anything with your gameplan? Most spells are either removal or board clears so unless your opponent is stupid enough to keep jamming cheap spells with this on board you'll likely to get one spell out of this, which is dubious whether it helps.
Maybe in quest hunter, which actually runs out of spells more often than you think. So even a bad spell is just 2 damage to the face, which is a decent result if nothing else.
I'm not sure this sees play in Standard. Are there still value Reno decks that want some kind of extra card generation? Maybe it finds a place in wild quest mage, but even then, I think the ways to generate spells are already good enough. It might be an OK arena card.
Unfortunately, common sense isn't as common as it should be.
It has a really fat butt, and if you opponent doesn't have an answer to it, then you potentially could get a few spells in hand. That being said, I don't see this making the cut in competitive play

Trash. Great for Arena where generating anything is good, but in standard, those 30 card spots are precious and there's no way this makes the cut.
Very interesting. Love the idea of getting spells off your opponent. Random though makes it tricky. Love to play around with it.
