Libram Paladin is running wild and there is no viable silence card in Standard. Owl is trash for 3 mana, the new neutral deathrattle silence minion sucks even more and Spellbreaker went into Wild.
It is time that Owl got a rebuff to 2 mana or got at least some extra stats.

I have thought about this before (mostly regarding ways to deal with Rattlegore but it is the same story for librams), and if you actually break it down by what each class has it looks fine overall:
So 5 of the 10 classes have viable ways to remove librams, druid has a more versatile alternative to the Owl, and the rest have a neutral option if they feel they need it. That sounds like good class design to me.
Just as some classes have to accept they won't get strong AoE or healing, some classes have to accept they won't have strong silence options. Whether the rest choose to use their silences (or equivalent) is up to them, but that is not at all the same as there being "no viable silence card in Standard".
Adding to the above user, there are some Neutral transform cards that you could consider: I used Tinkmaster Overspark in the past, but its randomness makes it tricky, while Infections Sporeling is slower but less unreliable. Transfer Student can also give plagues (Plague of Murlocs and Plague of Death) in addition to dual class cards like Devolving Missiles. Ironbeak Owl is still decent enough though, if you're desperate for a Neutral Silence.
To be honest, if the idea is to play silence solely because of Libram of Wisdom and Rattlegore, its really not worth it. Paladin's midrange superiority ensures that even Spellbreaker will likely not affect the board much and they have 2 copies + Lady Liadrin anyway, while any warrior deck that plays rattlegore would still be happy knowing you've wasted 1 whole turn trying to deal with it, especially since rattlegore is mostly played in control decks accompanied by the silas or ETC combo nowadays.
Are we really going to hold on to a tech card all day waiting for 1 libram of wisdom and a 9 mana card? The only other minions that's intrinsically weak to silence are edwins and questing adventurers. There's also the matter that spellbreaker sucks in nearly every other game anyway. The only reason why they were deemed too good was because aggro decks were using them to break through taunts without losing too much tempo, and aggro decks have no reason to fear either librams or rattlegore.
NO! Silence is bad and should either be removed from the game, or made temporary. Screw silence!
