If you said this is only good in Mage, you should probably go ahead and uninstall Hearthstone.
Every damage-based AoE in the game* wants to follow this card, as do most single-target burns -- especially the ones that can hit face. Burn Shaman in particular will absolutely be playing this.

The classes that care about spell damage already have efficient spell damage cards like Imprisoned Phoenix that isn't limited to one spell. I think Talented Arcanist doesn't do enough for any class to run it.
With even cheaper cheap mage spells, you'll burn through your whole deck AND kill the enemy

[Hearthstone Card (Celestial Emmisary) Not Found], you are back. With more stats and Neutral. How weird that this card exists.
Celestial Emissary saw no play and, aside from competing with Ethereal Augmerchant in Lifesteal OTK DH, i don't see any other use for this card, especially considering Talented Arcanist is more expensive. Sure, Skull of Gul'dan nullifies the mana issue, but still.

So clunky to make use in a spell damage deck
Versatile and simple to slip in to almost any turn. Gotta get a good payoff, though, since the minion itself is subpar.

Not strong enough tbh. the +2 spell damage dormant minion in mage and shaman is probably better for a combo deck
