So I recently started playing on mobile. I’ve enjoyed the game, but I want to get some better champions. I’ve earned a few champion pods, but it keeps upgrading them to champion wildcards. Are there any sure fire ways to unlock champions? Can I use wildcards to buy new ones?
Yeah, champion wildcards can be used to craft a copy of any champion that you want.
The easiest way is to get the weekly vault to a specific level. Level 5+ gives you a random champion and if you reach level 10+ you get a champion wildcard instead.
Also, the region rewards give you a champion and champion wildcard at specific levels. I believe the best strategy is to get each region to level 8 first, as that level gives you a champion as well.

I wish they gave you more champions when you first started playing.
There are a ton of cool decks I want to try but I simply cannot build them because I don't have the champions. Champions are essential to deck-building, if I am missing a champion for a deck, I simply can't build it. Period. It would be nice if they gave you more champion wild cards in the beginning or at least more random champions.
The problem with these wildcards, is I have pretty low tier champion, and want to save my wildcards for high tier champions. But I keep getting wildcards instead of champion

The alternative is getting a random Champion, which may well be a low tier Champion as well. Saving your wildcards isn't doing you any favors - just craft some high tier champions. It's better to craft what you want and run fewer than 3 of any given champion than to try to run a deck that requires a specific champion and doesn't have it.
Weekly Vault (randomly picked at L5-L9, wildcard at L10+)
Region Rewards (random from that region at L8 and L16; L18 will be a wildcard; L23 will be the new expansion's for that region)
Spend 1 champion wildcard to craft a champion of your choice
Spend 3000 shards to craft a champion of your choice
Spend 300 coins (roughly $3 USD) to craft a champion of your choice
If you log in every day for your first week (no matches necessary), you'll get 1 free random champion and 2 free Ashe
They've done a couple Twitch Prime rewards where you get 1 free wildcard of each caliber (including champion) just for linking your account
On very rare occasion: a card from a vault or regional reward will be upgraded to a random champion. It's happened to me 3-4 times so far.
As iWatchUSleep suggests, running each region to L8, then jumping to a new region and running it to L8, etc will get new players the most champions the quickest--especially now with the bonus XP system (although bonus XP only applies to the original 6 regions, not Bilgewater). Try to get to L10+ on the weekly vault--it shouldn't be that hard if you complete 7 quests and redeem your free expedition token each week. Finally: don't be ashamed to run a deck with 2x champions instead of the prescribed 3x: obviously it won't be as good, but often it's good enough. You can use either a card-drawing card or another champion who is just inherently "good" (e.g., Elise, Garen, Zed, etc) to fill the hole.

I wouldn't get too tied up in "low tier" and "high tier". This isn't like Hearthstone where certain Legendaries end up just being dust fodder--Riot is doing a fairly impressive job tuning both the high-performing AND the low-performing champions, so pursuing off-meta decks doesn't mean you're wasting your resources long-term.
Some of my first champions were Vlad, Kalista, and Ashe who were (and largely still are) virtually unplayed. They are now the highlights of my 3 favorite decks, despite the fact I could probably make every so-called "Tier One" deck.

That literally makes no sense. You want to get more random champions in order to have a higher chance to get the one(s) you want, instead of getting Wild Cards that let you pick the one(s) you want? Im confused. You are already getting the best possible reward there is. You can get more rewards, but it never is better to get a random champion instead of Wild Card. Never. At worse, its the same, it can never be better.

Maybe i am kinda late, but i didn't find anything like this anywhere else. I just got out of a gold chest a Draven in the Noxus tree. Right after that, i opened the epic capsule after that gold chest and i got another Draven out of it. I am just hyper lucky or does that happen more often?

It's kinda lucky but not that special too. In my last weekly vault I got a capsule with two champions, one champion wildcard and a epic card! After almost 3 months of playing I got already 96 champions and enough shards and champion wildcards to craft 139 champions, which is already 76% of all total champions! After all these Hearthstone years I'm still surprised every day about how generous Riot is.

Carrion, my wayward grub.
Champion Wild Card is better than a random Champion, because you can choose the Champion yourself :) So go agead and use them to craft what you want.
