Its true that this card might be worse because of Frenzy, but I believe Frenzy is really not all that impactful for the viability of this card.
If theres a Frenzy card on the board and you cant remove it instantly, its likely that dealing 1 dmg to it and activating its frenzy wont matter.
For starters, you wont want to wait until the perfect removal shows up, otherwise you would just stall your own board. Secondly, your own opponent will often try to trigger their frenzy in fear of getting their card removed. And lastly, if you are playing this, you will probably be going to remove the enemy minion anyway.
All that taken into consideration, this card is ok at best. Not sure if elemental decks will waste a slot in their decks for this.
With the potential for people to play Frenzy, why would you want to play something that would trigger it?
