Apparently in the attached document that Blizzard linked alongside the blog post, it mentioned that it's two packs per week.

Someone on Reddit said they tried today and got two packs, so instead of two packs total for Weeks 1-3, it might actually be two per week..

EDIT: I tried it earlier today and got a pack just now.
