I really don’t understand the problem, your problem seems to be it... gets used in a variety of decks over the lifespan of the game? You named 3 absolutely unique decks, and 3 of the decks were similar but still different. How is that worse than a card showing up in exactly 1 meta deck patch after patch
The reason the min sets haven’t worked that well so far is that they haven’t designed the expansions around mini sets, they designed all the cards and than changed how release schedule would work, which meant some archetypes were designed in a way that leave them feeling broken until all the cards come out. However it is likely that the next expansions will be designed around it and will be much smoother
I feel like casual already fills this niche? You can play whatever you want on casuals since wins and losses don’t actually matter. You could argue people ruin it by only playing meta decks but the exact same thing could happen here. Except unlike casual mode, you might be forced to play a meta deck, which is the opposite of what you want from designing this game mode
Should I go wide? Heck yeah they aren’t running ruination. Can I let that big unit live? Yeah they don’t have anything that grants overwhelm and no (can’t remember the name but it’s that destroy an ally to deal its attack as damage). Should I play around them dropping a third Nasus? No they are only running 2 of them. Etc. etc
Start at 10 mana. Max hand size is 30. No fatigue. Draw cards until your deck is empty at the start of every turn. That’s what I would use as my house rules
Even without other players to play against, it does look like there is a puzzle mode which could be a fun time waster, plus if I do end up enjoying it I’m fine playing against bot
Finally, a reason to run a full on Freijord stall/control deck

Why would you stop playing a deck type because cards were added to the region that didn’t support that archetype? It’d be like if I stopped playing sea monsters because other bildgewater and shadow isles archetypes got supported
