The work/ company culture isn't a thing that just randomly "happens". It's a product of how leaders behave, what/ how rules are enforced, what people are hired etc. etc.
They commented on it a few years back. It's something they wish they'd done from the start but now it'd be a lot of work to merge them. Maybe the "new" team has the will and resources to tackle this
You talk like getting hired by Blizzard some kind of reward. I mean they can try but game dev salaries are significantly below IT standards.
Quitting your job to implement one specific feature can be a tough sell

Wish Hearthstone would do world championships again. The grand master thing just doesn't feel the same
The new studio heads have now the oppurtunity to make the changes necessary. Coming from outside Blizzard this should be easier than before

The mode should let us choose a starter deck instead having to build one.
