Unless you want to make decks only by yourself try looking up other people's decks (and meta). You will then see what cards are good in decks with similar game plan - in this case aggro noxus / p&z.
Once you make up your mind with what you want to get, you can start gathering resources and slowly create these missing cards.
Quick ideas: you can try putting more low cost - aggresive minions to overwhelm opponent quickly for example. Or implement some discard package that would work with Jinx. Beam and blade's edge out, put in cards like: Boomcrew Rookie, Legion Grenadier, Crimson Disciple, Imperial Demolitionist.
It happens a lot! I have had it many times where I mill like 3 cards and every single one of them comes back as the same card I milled. It's like the game is saying; "Oh you don't want those? Well, f**k you! You have been winning to much lately so now we have to screw you over somehow." >_<

Both Mage legendaries are really solid - Astromancer Solarian, Evocation. Reno mage is as we know Tier 1 now, and they both seem to be good addition to it.
Priest's Soul Mirror - interesting card but I can't tell if it's great or bad.
Yes, because of duplicate protection. Same happens with epics, you won't get "4th copy" until you have all of them.

I disagree, most 7-9 mana cards are very strong, with almost game winning abilities.
If we are talking about aggro Noxus - then imo there is no problem. If we kill that deck there will be no aggro at all.

I am not a great theorycrafter so personally I will focus on improving what I already have, maybe a Yasuo deck.
And of course some Bilgewater cards will be tested by me, toss mechanic seems cool.
More strong cards for Bilgewater. Powder kegs seem amazing.

Very stron champion and it's easy to level up. There might be plenty of expensive minions (The Tuskraider), which makes dragon's rage stronger.

Kael'thas Sunstrider is already being played and if not great, it is definitely a fun card (for the player that is using it).
Druid is getting interesting cards, for example Overgrowth and Imprisoned Satyr. I bet we will see a Dane video with Ysiel Windsinger.
