Update: Kaeyoh says the card back will return in the near future for everyone. Don't worry about missing out on it!
A few days ago, the Felosophy Bundle returned to the Hearthstone shop and alongside it, for some, so did the Cupcake card back.
We're not sure what's going on with this, but clearly, something hasn't gone right with the rearrival of the card back. Blizzard support doesn't seem to be on the same page with the issue either, with them either citing the only way to get the card back in the shop was during a very short window during Scholomance's pre-release, or that they have no clue what happened and have no updates to share.
With the limited-time availability of the card back in the shop, we're wondering if those that are missing it will get a chance to purchase it at all. Blizzard, are players out of luck and they won't be able to obtain this card back?

I have taken a look into any further news or updates on this, but so far I'm afraid there haven't been any additional developments at this time. I dunno if this means the window has already closed or if it was closed early and may be available again later, but in either case the only thing I can recommend for now is to report this as a possible bug here so that our dev team will be aware of this and look into any possible solutions
There are other reports that those who have owned the card back can't even see it in matches. This doesn''t appear to be as widespread but if it is also happening to the recently re-released Naxxramas card back, which Ames has stated it does, it makes one wonder why this has been going on for as long as it has and if it is always going to be an issue with re-released card backs. It would suck to not be able to play with your favourite, even temporarily.

I also noticed this with the Naxx card back as well. Since the cupcake card back is supposed to go on sale and the Naxx card back was on sale recently might this be causing an issue to those who already owned those card backs? I went through the troubleshooting process a gm asked me to go through and have even re-installed the game a few times to no avail.

I have it, since i earned it back in the day, but i cant use it for some reason.
That's now 2 card back promotion in a row that I'm lucky enough not to be affected by, other than the minor bummer from realizing that they are not longer time-exclusive-bound ; oh well. I must say, it is quite unfair for anyone that was hoping to acquire it that way.
Have the Cupcake card back from when it was the card back of the month, but if I try to make it my favorite it doesn't stick, unlike basically any of the other card backs. Don't have the Naxx back so can't test that. Definitely seems like there is a bug here.

I'd like to point out that the reports of when the card back appeared alongside the Felosophy bundle was *before* the release of SA, not after.
At the time it was obviously a mistake due to it still being the pre-purchase phase. Screenshot evidence shows the bundle and card back appearing in the store on 4th August.
The Felosophy bundle's intended release it seems was the 18th, but the cupcake card back did not return as well. And in some cases (like mine and many others) the card back has not appeared at all

Not sure why you believe we're talking about a different timeline of events. The only reference is with the quote from a Blizzard Employee saying it was only supposed to be available during a short window during Scholomance pre-release (they are certainly mistaken and which is why it was brought up)
Your title says the Felosophy Bundle returned to the shop with the cupcake cake back (for some not but all) these players report seeing it during the possible accidental release of the bundle too early, weeks ago not a few days ago. It's a little misleading, implying that the card back appeared a few days ago when it wasn't :)
I kinda wish that the cardbacks didn't cost gold and instead cost like, $2.50 real money.
earning $500 takes a while, and that's like 5 packs from the next expansion you're missing out on
