Ends games if Star Spring is on board and opponent can't finish off your units, so yes, it definitely had to be a slow spell.
This card honestly seems really bad. It's super unlikely that you've have more than one damaged unit, in which case you'd prefer to just use Spring Guardian. Soraka herself also provides so much healing that Wish seems really unnecessary.

Star Spring only wins at end of round. I guess it being slow does allow the opponent to remove your units before it resolves though.
This kinda reads: give allys regeneration this turn, what is not a 3 mana slow speed effect at all and will most likely be a pointless gimmic but at least it is flavourful... or kinda not since Soraka ult is an instant cast in league and should be a fast speed At least in LoR
