The more classes they add, the less neutral cards they have. Sure they can add more neutral cards but it seems like they will consistently stick to 135 cards per expansion.
I mean this also could create a lack of new deck strategies. Imagine this one deck is tier 1 for a while and nearly impossible to beat. Riot cannot print support cards for it and they have to literally build around this one deck. With rotation, it develops new strategies while still allowing old ones to get support via "Wild" format Just like Hearthstone and MTG.
No one in their right mind in 2002 would think Skull Servant would have good support in the future.

I just really dislike priest for how annoying resurrect is.
They nerfed Divine Shield as a complementary tool but made it so it is its own archetype I guess.
