Here is a procedure to check if the condition on the card is fulfilled:
1. Look at all minions in the deck
2. Ask of each minion the following YES-NO question: "Mate, are you a dragon?"
3. Finish when you asked all minions.
You'd agree that if we only got YESes, then the condition is fulfilled, right? Since the other answer is NO, then getting only YESes is equivalent to not getting a single NO, right?
Thus, if we never get a NO, we are good - the condition is fulfilled
If the deck had no minions to begin with - we never get a NO.
As said above, never getting a NO, is getting YES for all, which is what the card is conditioned on

better idea , remove the nature tag from Unstable Evolution
Why didn't they make it so the new card can't get the cost of spells below 1 instead ? this solves the problem without killing the other card
and if you're lucky (which is not the case for mark) you can pull this off in turn 4

shuffle multiple Humongous Owl copies into your deck with Togwaggle's Scheme , play Archmage Vargoth and Smokescreen (with 2 mana discounts from Efficient Octo-bot) , not the best way to use this but hey the idea works (in theory)
