I don't think it would be OP. 3 mana 4 attack can't go face? That doesn't sound too strong especially since the power levels of decks will go up every expansion. but having it at 3 attack is definitely balanced.
In my opinion, you can't have both effects at the same time on a single card. Either have the face damage, or have the free Murlocs; both makes the card self-sufficient after the first death. You just loop the 1/1s repeatedly for board clearing and face damage, which is simply too much. It's that or it definitely needs to be a Legendary, but even then...
Then I'll make it 3 mana with just the face damage effect.
It would be 8...you play both oracles then play the boar then broom stick then you play the 2nd board and hope they don't get silenced.
Oracle of Elune + Oracle of Elune + Elwynn Boar + Animated Broomstick
Kill all the boars assuming the enemy has enough stats on board to do so.
Then play the next Elwynn Boar to summon Sword of a Thousand Truths
Which would be a 9 mana 5 card combo not too bad. Okay it's pretty bad.
This is probably the not so good version of this combo but it is possible.

There's nothing else to say except the card is garbage. If it was 2 mana then you could argue it has some use against aggro.
Zilliax was flashy and amazing, Aya was a lot more interesting than this card and Lilian sees no play.

4 mana would of been too strong though for sure. I hope this card brings zoo back.
I mean if the 7th one dies on the opponents turn it would be possible.
