I feel like with the cards we have seen thus far and of course this card. Burgle Rogue should for sure be at least a low tier deck (not confident enough to call it a high tier deck since rotations shake up the meta so much). With the new legendary into prep, espionage and cards like vendetta this seems relatively strong to me.
