Yes, it is bugged and being looked into by Team 5. Aside from unable to claim any hero portrait, the calculation is also a bit off. It currently says I am at cumulative level 466, but it should be 468 instead (350 + 118 = 468). I guess they have not tested this new feature properly, but that is the "quality" of what we have seen for quite a lot of recent patches now unfortunately (notice the the growing list of bugfixes).
Yeah, I´m "missing" two levels as well, might be what AngryShuckie said about not counting the starting 1st lvls.
I can´t claim the second tier Hero as well (I´m close to 350 total lvls), but I´m sure they will fix it sooner or later :D
You can first claim the 2nd hero at lvl 400
You should get the second tier hero for every 200 lvls, but it´s bugged when you´re already past the first 200 - the first achievement is marked as claimed, but you can´t choose the hero. Here´s the tweet from Celestalon:
"We're aware of the Tavern Regular achievement starting out already claimed for people with >200 levels already. Working on a fix!"

I am currently at level 108 and I picked up Demonbane Illidan, but did not use him ever since yet. Demon Hunter is not one of the top dogs now unfortunately.
I have to agree with the meta being quite boring at this moment. Hopefully Team 5 will address it soon™.
By the way, did anyone notice that the seasonal epic card (of April) was a duplicate? I am missing quite a few Wild epics still, but did not receive any of them. Perhaps only Standard cards are offered as seasonal rewards? Although somewhat understandable, it is not mentioned specifically anywhere in-game 🤔

After another week I´ve hit lvl 90 with 90% achievements done (missing the 200 sigils, 600 Sermon buffs,100 rank spells, copying 5 secrets and building golems rank 2 and 3, since I don´t own the Kazakus). Got the coin and feel pretty much as h0lysatan above me, it´s getting quite boring. After hitting lvl 100 you got nothing to be excited for, just plain gold.
Anyway, where are you all? How far are you with your XP achievements? Which hero are you choosing this time? Any other thoughts? Let us know :)

Take it easy, you are quite far in the track compared to most people, you wil just burn out. But yeah, hoping for more achivement xp reward so it encourage you to try diffrent deck
Lvl 71 Tonight. All quest done. Nice with 20%boost and pass. I still think a month morer before i hit lvl 100. Do we have a reward track with how much xp needed from each lvl?
Lvl 150 With BP. Taking it more slowly this season. Just completing my weekly and daily and maybe abit more if i feel like it.

Hit lvl 54 tonight with tavern pass so doing good so far. Havent focused on achivements since im mostly playing arena.
