I agree with the change. I just read about the card nerfs and my initial though was that this nerf was horrible. How can they make such a rule just for one card? Inconsistent rules will ruin this game in the long run, and on top of that it's poor coding to make such exceptions. I always look at the cards from a coding perspective, and if they were to implement such a rule it should be for all self-generating cards. Then it would make sense.
Changing the text for Dragonqueen Alexstrasza to include 'other' is good. Now they just need to look into this issue for all self-generating cards. I'm sure the community will appreciate it.
Right now I would say yes. I'm climbing consistently with highlander mage, but I'm not sure it will be viable in the long run.

It depends on your card collection. This deck a 15k+ dust deck, so it all depends on how many good cards you are missing
As most others have already commented. Zephrys the Great is a must in any highlander deck, so without that card you should not really play highlander decks in standard right now. I would also add that Vulpera Scoundrel, Tortollan Pilgrim, Puzzle Box of Yogg-Saron and [Hearthstone Card (Luna’s Pocket Galaxy) Not Found] are key cards for this deck. Both for the fun part, but they are also key in turning around games that you feel you are loosing. You mention that you are missing Siamat, but that is not a key card at all. I would also say the same about Reno the Relicologist.
My favorite card so far has to be Wild Bloodstinger. I love hand disruption cards, and this one is a beast, has good stats and also have synergy with another new cool card (Scarlet Webweaver).

I also felt that I had good drop rate for legendaries, but ended on seven legendaries in 117 packs...and I'm happy with that.
Also had to buy Sylvanas as well. :D
