You play this and imagine it being like Leapfrogger. Then you get AoEd, concede, remove this card from your deck and ask the gods why you'd even bother.
There's really no way to describe this other than this being bait for deck builders. Poor stats, doesn't protect against AoE, and perhaps worse of all is the fact that everyone is already jamming starfish into ETC, almost by default. So what chance this card even have?

Looks pretty good for memes. No serious deck will want this of course.

RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
Going onto either side of the board is too risky to run in aggro decks. One bad surf chain and suddenly you're behind thanks to your own surfer.
