Its basically Shadow Word: Void except slightly better because it'll prevent 2 damage per minion no matter their size.
The problem? Well, shadow word void was never a genuine contender even on its day. So even an updated version today would simply cause head scratching. Why would anyone play this over, say, Holy Nova or just plan Clean the Scene? And its worth bearing in mind that this doesn't actually do any damage, so its usage is somewhat limited.
Certainly a tech card. If there's a bunch of swarm decks then maybe this would see play.
I don't know how helpful this will be. Sure if there's a bunch of weak minions it will kill them, and stripping everything of 2 Attack could probably help. I'd rather just kill things.
INSANE control tool. If i understand this correctly the -2 attack is PERMANENT, otherwise the text should have said "until your next turn" or something similar to that. -2 permanent attack is HUGE for control decks, turning 3 attack minions into 1 attack minions is great for surviving longer and thus allows you to be greedier with other removal cards. (Or stalling until you can Whirlpool. This will be a staple card in any control priest deck.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
Great, but watch out for eggs.
