The goal of this Hearthstone Quest Shaman OTK combo deck is to use Safety Inspector combined with Mogu Cultist and Highkeeper Ra!
We do this by playing triple Augmented Elekk, Quest Hero Power, and Safety Inspector with double Mogu Cultist in hand. This will shuffle 8 copies in our deck. Then, we play 7 Mogu Cultist and Quest Hero Power for the 40 damage OTK!
