I think that means "the event" is ending on October 30th, including dual-class arena and special tavern brawls. The cards, however, are staying until the next major update, presumably the next expansion.

So I played a few more games and I think I got it. If you overdraw the last card of your deck, it won't refresh. However, if you shuffle something into your deck (I swapped Claw with Jade Idol for the purpose of testing), the deck will refresh after you have drawn the last shuffled card.
Played Celticshark5's Face Auction deck (it's super cheap), but accidentally died because of fatigue since I drew too many cards. It seems that the deck will only refresh 4 times for a total of 30 cards, although it could be more - I didn't count. Keep this in mind!

Interesting... Yeah, I wasn't sure how it worked exactly, but it's odd nevertheless.

There will be a golden 1000-win portrait for 1500 or 2000 wins. I'm sure of it.
That's what worries me as a Wild player, since I have no Ragnaros OR N'Zoth.
If these cards aren't permanent, I'm going to be so depressed when they're gone.
